Project Manager - Housing First & Rough Sleeper Accommodation Programme

Reporting to the Programme Lead, The Housing First & RSAP Project Manager is responsible for ensuring delivery of the national profile Greater Manchester Housing First programme by managing the co-ordination of the complex cross-sectoral multi-organisation  GMHF partnership.  The role is also responsible for ensuring the delivery of the support services for  the GM Rough Sleeper Accommodation Programme (GM-RSAP).

You will be responsible for the robust contract and relationship management of the multi-disciplinary partners; ensuring outcome targets are met within budget and a high quality service is delivered.

You will develop and maintain effective relationships with key stakeholders from a wide variety of partner organisations; ensuring clear and effective communication and leading a multi-functional internal team for the effective operational delivery of the partnership.

What you’ll be doing

  • Co-ordinate and manage the operational delivery of the partnership including quality and assurance; financial control and communication raising any issues to the Programme Lead.
  • Provide strong leadership to the internal team and external partners defining targets, ensuring deadlines are understood and adhered to and that programme objectives are clearly articulated.
  • Proactively utilise project management tools and solutions to effectively co-ordinate resources in line with contract expenditure forecasts ensuring delivery of the programme within the agreed budget.     
  • To have central oversight of all accommodation offers unblocking any barriers supporting access to accommodation for people on programme.
  • Enforce and continue to develop the contract management framework, Ensure it is applied consistently across the partnership to deliver a high fidelity Housing First service and for RSAP ensuring that contractual requirements are met.
  • Manage partner expectations through programme delivery via effective change management and negotiation skills in challenging situations.
  • Deliver a range of fully assessed options for resolution of highly complex issues in order to drive effective decision-making.
  • To ensure that the GMHF & RSAP policies and procedures are adhered to by all delivery partners for consistency of approach and quality assurance.
  • To lead and embed a high support/high challenge culture

What you’ll need

  • Educated to degree level and/or relevant experience.
  • Relevant professional qualifications/ memberships i.e. Prince2
  • Qualified to minimum level 3 in English and Maths

What we need from you

  • Experience of project management of high profile projects which involve  multiple stakeholders across dispersed geographical locations.
  • Ability to influence behaviours with excellent negotiation skills to elicit performance out of partners.
  • Ability to analyse and understand KPI’s driving  data lead  decision making.
  • Ability to analyse and assess information; delivering in an outcome based environment.
  • Experienced in establishing and ensuring compliance with contract management frameworks
  • Excellent interpersonal skills with the  ability to engage people effectively to participate in collaborative working and establish constructive relationships.
  • Experience of working with, and developing, effective partnerships across multiple stakeholders.
  • Excellent written and verbal communication skills; with the ability  to provide reports, information and data in a clear and concise way; with a strong ability to deliver this information via multiple platforms including presentations.
  • An ability to anticipate issues, problem solve and provide options analysis.
  • Demonstrated capability to plan over short, medium and long-term timeframes adjusting  plans and resource requirements accordingly.
  • Good IT skills including ability to use databases to manage project information
  • Ability to work under own initiative and challenge existing systems and processes to get best value outcomes
  • Proficient in the use of Microsoft Office applications and experience of using a range of ICT systems.
  • A commitment to understand the challenges and opportunities that exist for those who are experiencing homelessness. We particularly value lived experience of social housing and/or homelessness.
  • A passion to advocate on behalf of vulnerable people and communities
  • A high level of cultural intelligence and empathy
  • Full driving license
